Kosovo police will start returning licenses to drivers who have been temporarily taken as a consequence of safeguard clauses, in cases where the legal deadline for their maintenance has passed.
This comes after an act of the Supreme Court, which has been declared illegal, and is abolished paragraph 3 of Article 17 of the Administrative Guide for the Procedures of Anti-Wrath.

According to the Police’s announcement, the court does not change the possibility of pronouncing the safeguard clause to stop driving, nor does it abolish the previously pronounced measures.
The change is only about keeping police patents and drivers physically, which, under the Law on Road Traffic Rules and the Supreme Court ruling, cannot last more than eight days.
Police have indicated they will take the necessary actions to return the temporarily held patent partners for whom this legal deadline has passed.
However, the return of the driver’s license does not imply that the driver can direct the vehicle during the time it is in force to prevent the direction.
Police have recalled that the direction of the vehicle during this period constitutes impeachment, for which a 500-euro fine is provided, a ban on driving for six months, five negative points, and the vehicle’s temporary seizure.
Meanwhile, police have indicated that they will continue to control traffic and verify safeguard clauses, negative points and other legal restrictions.
