The Special Anti-Corruption and Organised Crime Foundation ( SPAK has expanded investigations into the former head of the National Intelligence Service Vlora Hyseni, following the discovery of a hundreds of thousands of euros transfer in Germany’s direction. Investigators have sent literature to Kosovo and Germany.
As for Germany, SPAK suspects Vlora Hysen’s brother, who allegedly uses another identity, has carried out several suspicious transfers, which are currently being assessed by investigators.

More specifically, BKH prosecutors and agents have discovered a 450 thousand-euro transfer from the company éortis Betonı sh.p.k., which was cancelled in 27.02,2024. The transfer was the destination German society érd & Tiefbau Dingler GmbH) and was conducted with the description of payback for foreign contract ‘%, dated 26.02.2024, the Ora News reports.
The investigation has resulted in German society’s representative Izet Dingler, Vlora Hysen’s brother.
For these transfers and the relations of the company ʹFortis Baton ‘%s’ sh.k., included in the AKHI file, with German societies, Ardit Sota and Genc Shima have been asked. Both have claimed to have no knowledge of the work and that they do not know representatives of German societies.
Meanwhile, the Special Prosecution states that it creates reasonable doubts that Ergis Agasi has used the AKAI funds to corrupt Vlora Hysen.
According to the SPAK, the annulment of the 450 thousand-euro transfer, in 27.02.2024, does not rule out suspicion of promises and acceptance of the unfair profit from the former SHISH director, in exchange for providing the institution’s secret information to Agas.
The Special Prosecutor estimates that this scheme was allegedly used by persons under investigation to conceal the origin and criminal nature of products of the criminal act of corruption, as well as illegal profits from the AKSI public procurements.
