Democratic Party of Kosovo MP ( The PDK), Eliza Hoxha, has called for investigation, transparency and responsibility for any negligence or institutional inaction regarding the murder of Arlinda Zekaj, who had sought assistance from the Constitutional Prosecutor in Pec before he was killed.

At the Kosovo Parliament’s extraordinary session, Hoxha has criticised institutions for failing to protect Arlinda, saying she had reported fears, violence and the danger facing her, while her latest hope for defence was in the state.

Arlinda Zekiaj had written to the Paj Constitutional Prosecutor in Pec before closing her eyes forever, told of her fears, violence, and impending danger. She had said her last hope of defence was the state, Hoxha has declared.

She has stressed that the Arlinda case raises questions about how institutions react when women seek help and the consequences of inaction on time.

Arlinda trusted the state, but the state failed to protect her, the PDK deputy said.

Hoxha has warned that institutional neglect could have fatal consequences, demanding that violence against women be treated as a matter of public security and not as a private matter.

When the state doesn’t act, when institutional neglect turns into institutional violence and takes life… Even as many other women should not be with us, they should be killed for our institutions to understand that violence against women is not a private matter, it is a state alarm, she has declared.

The MP has added that the existence of laws and defence orders is not enough if they are not implemented in practice to ensure women’s safety.

According to her, after Arlinda’s murder, there is not enough relief and public condemnation of the crime, but a thorough investigation is needed to clarify whether there has been neglect or inaction by the responsible institutions.

Therefore, today neither comfort nor punishment of crime nor speech is enough. There must be investigation, transparency, responsibility for any neglect and institutional inaction, Hoxha added.
