Foreign researcher at the Octopus Institute, Gurakuc Kuci, estimates that the loss of Aleksandar Vuciqi could pave the way for political change in Serbia, but stresses that Belgrade’s attitude towards Kosovo and neighbouring countries should be assessed through concrete actions.
Kuci has analysed political developments in Serbia and their potential impact on the security of the Western Balkans, questioning whether political change in Belgrade could mark the end of the policy of destabilisation.

Touch in published analysis on X coordinate, stresses that a change after more than a decade of Alexander Vuciqi’s political domination would matter not only to Serbia, but also to the region.
According to him, the student movement’s attitude towards Kosovo, although it does not fundamentally distinguish from Serbia’s traditional position for its independence.
Kuci estimates that avoiding sensitive foreign policy issues may have been a strategy to unite citizens about the fight against corruption, authoritarianism and the capture of the state.
For this reason, he emphasises that the student movement should not automatically match the Vuciqi regime, but should not be supposed to automatically bring change of Serbian policy towards Kosovo.
Vuciqi’s regime has used nationalism, tensions with Kosovo and threatening rhetoric as instruments of political power, Kuci says.
He also estimates that the weakening or removal of Vuciqi from power could create opportunities for a less confrontational approach of Serbia to neighbouring countries.
However, he underlines that the real evidence of change lies not only with Serbia’s internal democratisation, but also in the way Belgrade behaves towards other states of the region.
For Kosovo, according to Kuci, political changes in Belgrade should be measured through concrete actions and not just electoral statements.
Kuci estimates that Vuciqi’s fall could mark the beginning of the end of a political model linked to destabilisation, but only the policies that will follow will show whether this model is really over.
