The Constitutional Prosecutor in Pec has provided details of institutional actions undertaken in the case of Arlinda Zekaj, who was killed on Sunday evening, October 25th.
According to the prosecution’s announcement, on October 22nd, the chief prosecutor of this institution had accepted a request from Zekij, in which she had filed complaints for the handling of previous cases and had called for implementation of a judicial ruling.

After accepting the request, the chief prosecutor had forwarded the case to several institutions, including the Kosovo Police, the Constitutional Court in Pec, the Directorate for Labour and Social Management, the Centre for Social Work and the Office for Protection and Aid to Victims, demanding urgent assessment of the situation and verification of claims of possible concessions.
Also, according to the Prosecution, the case was initiated to investigate whether in the actions or inactions of the mentioned officials there were elements of the criminal act of misuse of official office or authority.
According to the documentation mentioned in the statement, on October 16th, the Court had ruled that Zekaj’s former husband would allow him to return and exploit the common house.
Also issued was a defense order for six months, which had immediately entered into force.
The prosecution has indicated that the court’s implementation and announcement of its implementation or of the eventual obstacles were the responsibility of the Kosovo Police.
When the late Zekij had already called for implementation of the decision and returning home, police had informed the prosecutor of the case’s circumstances.
After assessing the situation and possible danger, the prosecutor had considered that the immediate return could endanger her life and security.
For this reason the prosecutor had contacted Zekij’s brothers and had instructed her to go to the family. At her request, an official letter was compiled presenting the reasons for this decision.
According to the prosecution, Zekiaj had agreed to go to the brothers but had asked that the next day be accompanied by police to return to the common house.
That same night, prosecutors and police investigators had praised the risk level and necessary security measures.
It was decided that a police patrol would stay near the house on its return. The process was compiled on October 22nd, through which the judge who had issued the verdict had been requested.
On October 25th, at 7:48, Kosovo police had contacted the caretaker prosecutor over a suspected family violence case at Zekij’s home.
Zekiaj and her former husband, J.S., were accompanied to the police station. In the case, procedure for the criminal offence of the court had been initiated, while the former husband had been detained for 48 hours.
The prosecution made it known that Zekiaj had been offered the opportunity to go to a shelter, but she refused, seeking to return to the common house where her son and her wealth were located.
She was accompanied by a house patrol around 9:00.
According to the prosecution’s announcement, just minutes after her return, the caretaker prosecutor had reportedly been hit with a strong tool inside the house by her brother-in-law, A.S., who was suspected of murder.
At the scene, relevant units of the Kosovo Police had emerged, the chief prosecutor of the Constitutional Prosecutorship in Peja, and the junior prosecutor of the Randa Crime Department, to forward the situation and undertake initial investigative actions.
The prosecution has also announced that on October 23rd it has filed charges against Zekij’s former husband, J.S., for the crime of rowing within the family relationship.
The foundation prosecutor in Pec points out that claims presented by now by the late Arlinda Zekiaj in her request have been seriously addressed and that the chief prosecutor has taken action to address competent institutions, as well as initiated the case for investigating possible actions or inactions of official persons, the prosecutor says.
At the end of the announcement, the Constitutional Prosecutor in Pec has expressed regret over Zekiaj’s murder and has stressed that a thorough, objective and professional investigation is needed to whiteen all circumstances and to assess the eventual responsibilities of persons involved.
Kosovo police are taking action to locate and arrest the A.S., who, according to the Prosecutor, has not yet been arrested.
