A postcard, a V filler ALA and an envelope that ended up in the hands of a drug investigator.
What seemed to be common correspondence between a prisoner in Dubrava and a prisoner in Lipjan has raised doubts about an unusual way of carrying narcotic substances.

After the first instance, authorities have even recorded two other similar cases. The signal paper reveals the identity of prisoners involved in the investigation.
It’s about Win Spahiu, imprisoned at the Dubrava Correcting Center in Istog. According to information provided by the Signal newspaper, the case is recorded on July 31, 2026, during the inspection of correspondence among inmates.
Correcting officials had decided to open an envelope related to Spahiu’s communication with a prisoner at the Women’s Correcting Center in Lipjan. Only letters were found inside the envelope. A written card and a VALA filler folder raised doubts that the material could have been sprayed with narcotics.
Zarfi was seized for further examinations, while doubts remained limited in this case.
Signal sources suggest that corrective officials have recorded two more cases, which are set to be addressed through relevant investigative actions. This has raised questions about whether correspondence among prisoners may have been used to transport forbidden substances.
However, it has not yet been confirmed through examination that the envelope contained narcotics, while the individual responsibility of the involved has not been determined.
The State Prosecutor has been announced in the case, which has directed the initiative of the procedure for unauthorized possession of narcotics, psychotrope or analogs. Investigations are continuing from the Pja drug unit.
The content of the envelope, the screening results and the eventual connection to the other two cases are expected to be crucial to clarifying doubts.
The suspect enjoys the promise of innocence.
