PDK presents three requests for protecting women from violence

Democratic Party of Kosovo ( The PDK has filed three requirements for strengthening women’s protection from violence, following the assassination of Arlinda Zekaj, demanding urgent re-evaluation of high-risk cases, specialising responsible structures and legal and budgetary reforms.

PDK MP Ganimete Musliu said the case of Arlinda Zekaj testifies to the institutions’ failure to ensure women’s safety and life.

She announced that on Tuesday she had demanded that the Kosovo Police Director be invited for reporting to the Security Commission regarding the case, but, according to her, members of the Vetevendosje Movement had voted against the proposal.

On behalf of the PDK, Musliu requested the immediate re-evaluation of cases that pose high risk, as well as closer co-ordination between police, Prosecution and social services, with the aim of identifying and protecting women facing violence.

The order of protection should be security in practice, not just a dead document on paper, she said.

As a second measure, the MP urged specialisation of the responsible structures and strengthening institutional accountability. It proposed creating specialised teams within police for risk assessment in cases of domestic violence.

Musliu also called for the dismissal and prosecution of any public official who ignores warnings of violence, including police officials, prosecutors, judges and social workers.

Negligence in the face of violence is not wrong procedure, it’s co-ordination in crime.

The PDK’s third request relates to legal reforms and budgetary support. Musliu called for revising convictions for gender-incentive killings, as well as ensuring sustained financing for shelters offering protection for victims of violence.

A woman leaving violence should not be forced to choose between security and economic survival.

Musliu stressed that meeting these requirements is the constitutional obligation of institutions towards citizens. She warned that the PDK would repeat the request for the police director’s reporting and would insist that the case be handled through institutional mechanisms, with specific deadlines and concrete results.

In the end, the MP called for combating prejudices that minimize violence against women and the thinkers dealing with women as property, demanding society’s common commitment to preventing violence.
