Kosovo Prosecutorial Council ( The KKP has published the reasoning on the decision to suspend the deputy head of the Basic Prosecutorship in Pec, Arlinda Nallban-Gacaferri, who also exercised the task of co-ordinator for domestic violence.
According to the ruling, the prosecutor was aware that on October 22, 2026, the defence order to Arlinda Zekaj had been violated and that other people were staying in her house, including Albert Silyan, suspected of her murder.

The KKP emphasises that police had informed the prosecutor of the case, while during the interview Arlinda Zekaj had declared that Albert Sylaj had threatened him with the words: Get away from me.
However, according to the ruling, Nallban-Gacaferi had directed that Sylaj be interviewed in the witness’s quality, failing to address the direct threat as circumstances requiring assessing the risk of risk to the victim.
The KKP estimates that the prosecutor, despite being informed of Arlinda Zekiaj’s urgent demands and the impending danger, had not taken the necessary prosecutorial actions to protect her.
The ruling also says it had not taken into account the evidence and facts during the case’s treatment and that it had violated obligations for professionalism and accountability.
Otherwise, October 29, The KKP decided to suspend Peja Chief Prosecutor Joy Vucetaj as well. On the same day, 11 police officials of the command hierarchy in Pec were suspended.
While on October 30th, Prime Minister Albin Kurti accepted the resignation of Police Director General Gazmend Hoxha.
These developments followed the assassination of 49-year-old Arlinda Zekaj in Vitomirica in Pec on 25 October.
