Within the framework of the capital’s SMART lighting project, the Pristina municipality has linked two similar contracts in the last two years for lighting regulation. The first contract, titled “Building, Enhancing and Modernising the Public Light Network,” has been linked on July 9th 2024 to the projected 1.5m euros, while on April 16th 2025, it has linked similar contracts entitled The Programme for Offering Energy Services to Reduce Financial Expedition in the Pristina Community at an estimated 10m euros.
Pristina Chairman Progress Rama has promoted the expansion and modernisation project in the capital, which envisions, among other things, the establishment of the new dawning system on over 500 roads. According to Rama, this system allows for more efficient management and maintenance of the public lighting network, reports North.info.

In practice, however, contracts for the project are raising doubts about huge financial collapses through the rising prices per unit.
Last week the deputy of the Vetevendosje Movement, Ilir Campbell had published Parts of these contracts, comparing prices, which have risen dramatically from the 2024 contract in the 2025 contract.
North.info has secured the two Pristina Community contracts for modernising public lighting with the system, where it found that the prices of positions in the 2025 contract have increased astronomically compared to those of the 2024 contract.
The most pronounced case is that of RTU20Z concentration Zigbee 2.4G, with LCD screen. In the 2024 contract, this device was meant to cost 1 euro and 20 cents per unit, while in the 2025 contract, the price is set at 2 thousand and 300 euros. So for the same description and technical specification, the price per unit has increased by 191 thousand and 566%.
A similar difference is noted in the FID 4P 63/05A safety. In the 2024 contract, the price for the unit was 0.50 euros, while in the 2025 contract it is set at 55 euros. This represents an increase of 10,000 and 900%.
Despite being lower than in the preliminary contract, the price of position 27 per entity (term) is scandalous. This is because in the contract a (1)m long of the surveillance tape is meant to be paid by the municipality for 8.5 euros, while in reality the price of a market strip length costs 2 cents, which is an increase of 40 thousand and 700%.
According to internal information provided by the north.info, the Pristina municipality was planning to lay about 50,000m in length of the surveillance tape (the warning) to identify energy cables in the channels. In the contract, the price of this material is set at 8,50 euros per meter. If the entire amount planned has been realised, then the cost would amount to 425 thousand euros.
Meanwhile, a similar product — 300m long and 75m long — in Kosovo is offered online for 6.25 euros, which is about two cents per meter. At this price, 50,000m of the tape would cost around 1,042 euros. This generates a gap of approximately 424 thousand euros in proportion to the cost contracted by the municipality.
