According to the report, it was partially facilitated after the Assembly’s establishment in February 2026, but there was no progress in creating a long-term, sustainable and independent funding model. RTK’s budget is not related to either law in force or inflation.

After the first quarter of 2026 budget division, RTK was forced to pay interest in the 2.7m-euro government loan, with which it had survived from July to October 2025.

Along with demands for execution of debts and the court-ordered payment of 0.95m euros, the financial situation is described as serious, exacerbated by internal disputes and management instability. About 75% of the budget goes for salaries. The building RTK works on is in very bad shape and is not owned.

In April 2026, the Assembly selected six of the eight missing members of the RTK Board, as well as the six missing members of the Independent Media Commission, so both boards became functional. Four hot spots remain on the RTK Board, including one for the Serb community and one for other non-communal communities.

In July, the Board appointed the new General Director, but the positions of Deputy Director General, two directors and the editor-in-chief continue to be maintained with duty exercises.

The new RTK and the law on protection of journalistic resources have not yet been adopted. The KPM law was abolished by the Constitutional Court, while the NPM Appeal Board has no quorum since November 2023.

Journalists still face delays in access to public documents. Commission recommends that Kosovo adopt new KPM law, review law for RTK for sustainable financing and providing financing in line with current law, with the goal of preserving public broadcaster’s independence.
