Representatives of permanent members of the UN Security Council presented deeply different positions on the situation in Kosovo, relations between Pristina and Belgrade, and UNMIK’s further mandate.

The US deputy ambassador to the UN, Tami Bruce, urged Kosovo and Serbia to refrain and engage constructively in the facilitated dialogue by the European Union. She reiterated the stance on UNMIK’s closure, arguing that Kosovo has changed radically since 1999.

And United Kingdom representative to the UN Jennifer McNaughtan singled out the need for Serbia to bring to justice those responsible for the attack on Banjska, Zvecan, north of Kosovo. It asked the parties for full implementation of the Ohrid Agreement, while also calling for a strategic review of UNMIK’s tasks and funding.

France’s deputy ambassador to the UN, Jay Dargreickari, urged renewed trend in dialogue between Pristina and Belgrade for full implementation of the agreements reached under EU ease. He described the fact that the perpetrators of the terrorist attack in Banjska on 24 September 2023 remain at large in Serbia.

He also expressed concern about recently adopted changes to the Law for Specialised Chambers, adding they do not comply with Kosovo’s international obligations. France Confirmed Full Support for UNMIK Mission

And Russia’s ambassador to the UN, Vasily Nebenzya, claimed the situation remains fragile due to attacks and violation of the rights of Serbs in Kosovo, while criticising the EU for failing to impose Kosovo on forming the Association of Serb Major States. He has also complained about KFOR’s decision on troop optimism following the improved security situation in Kosovo.

Fu Cong, deputy head of the China Mission at the UN, said Beijing supports reaching a solution through dialogue, but within Resolution 1244. Jong also called on the Security Council to support the continuation of UNMIK’s work.
