EU welcomes return of Special Law to Parliament

The European Union welcomes Kosovo President Justina Shiroka Pula’s decision to return the law on changing and completing the Kosovo Specialised Chambers Law.

In the press communiqué, released Friday evening, it is said the EU has repeatedly expressed its deep concern for the initiative to change this law, both before and after its approval by the Kosovo Assembly on October 6, 2026.

The European Union wants to consult if discussions resume in the Assembly. The EU is called in the spirit of exchanging 2014 letters between then chief of European diplomacy Catherine Ashton and former Kosovo President Atifete Jahjaga. As mentioned in the communiqué, this exchange of letters defines consultation modalities with the EU prior to changing legislation.

The rule of law and protection of fundamental rights, including those of victims and witnesses, remain of primary importance, it further says.

The EU also recalls that Kosovo’s Specialised Chambers are independent judicial institutions and that their current mandate and independence should be fully respected and without reservation.

The EU expresses solidarity with all victims, survivors and their families from all communities affected by wartime atrocities, said the communique.
