The Appeals Chamber in Kosovo’s Specialised Chambers in The Hague has in part approved Hashim Thaci’s defence request, Kadri Veselini, Rexhep Selimi and Jakup Krasniqi for raising the border of words in their appeal reports against the act of first degree judgment.
According to the ruling, published on October 28, the court has authorized protection that appeals reports contain up to 70,000 words instead of the usual 3 thousand words.

The defence had demanded that the border increase to 9 thousand words, arguing that the length and complexity of the case require greater space to present the grounds of complaint.
In reasoning on the verdict, the court stressed that the first degree act, published on September 16, 2026, contains 2,089 pages and is the longest ever issued by the Special Chambers. The court also took into account the complexity of the issue and the need for the parties to make a meaningful statement on the appeal.
However, the judges estimated that the request for 9 thousand words was excessive. According to them, the quality and effectiveness of a complaint depend, not on length, but on clarity and argumentation of claims.
The Appeals Chamber stressed that appeals reports should identify the alleged errors in the act and settlement required, while detailed arguments should be clarified in the appeals parachutes.
The deadline for delivering appeals reports is scheduled on November 27, 2026.
