Kosovo Communist Association ( The AKK has asked the Government of Kosovo that the European Commission recommendations presented in the Kosovo Report 2026 be transformed into concrete actions, especially in terms of financing and respecting municipal competencies.

In a statement for Telegrafi, by the AKK, they have stressed that the European Commission’s report reinforces the continuing concerns of municipalities regarding financial autonomy, public property management and reports between the central and local levels.

According to the AKK, redirecting the means destined for capital investments towards current spending in education and health is undermining the realisation of local projects and violating municipal financial autonomy.

From the AKK, they have stressed to Telegrafi that the government must cover the financial obligations stemming from collective contracts so that this burden does not continue to burden municipal budgets.

And so, The AKK has stressed the importance of creating the specific grant for social services, this recommendation included in the European Commission report, which aims to secure sustainable financing for these municipal-level services.

Another issue raised by association is centralising public property management and lack of regular co-ordination between the central level and municipalities.

In the end, The AKK has called on the Government for European recommendations to concreteise through protection of capital investments, sustainable financing and respect for municipal property and competencies. /Telegraphy/
