RTK trade unions reject expulsion from 13th salary

The two unions of Kosovo Radio Television workers, F SRTK and SPARTK have rejected the expulsion of public broadcaster workers from the 13th salary, demanding equal treatment and concrete solutions from responsible institutions. Meanwhile, the RTK Board and Management have indicated that, due to budgetary restrictions, they have no financial opportunity for executing the 13th salary this year, but that, according to them, it is involved in budget projections as well as demands for additional budgets are in the process of finalisation.

Finance Minister Iron Murati, at today’s session of the Kosovo Assembly, has said Kosovo Radio Television workers do not benefit from the decision on the 13th salary, as they are not part of the salary list executed by the State Treasury. He gave such a response after PDK deputy Ganimet Musliu called for clarification for the failure to realise the 13th salary for RTK workers.

And to this statement from Minister Murati has both responded to RTK’s labour unions.

The RTK Union Federation by Finance Minister Iron Murati and the Government of Kosovo equal treatment for workers paid by public funds. Also, it has asked the RTK Board and Management to take the necessary institutional actions to secure financial means for the 13th salary.

The FSRTK has rejected the minister’s argument that RTK workers do not benefit from the 13th salary, as their salaries are not directly executed by the State Treasury.

The FSRTK has warned that, if requirements are not addressed, it will review the union and judicial action company, including protests and other measures in accordance with the law.

If institutional neglect continues and no concrete solution is offered, F SRTK will review and organise union measures in line with legislation in force, including: Organizing union protests; Boycotting certain job activities and commitments, in accordance with the law; Organising the strike, after meeting legal procedures; Other union activities and mobilization of workers until their demands are met. These measures are not intended in themselves, but the result of a lack of solutions and a serious lack of the demands of workers. The responsibility for escalation of the situation would burden institutions that have the competence to act, but choose not to give concrete answers, the FSRTK’s response said, among other things.

This Union Federation has said they will not accept the 13th salary remains a requirement repeated year-on-year, without responsibility and no solution.

If institutions do not listen to the voice of workers through demand and dialogue, they will hear it through union organisation and action. The RTK Union Federation will continue to firmly defend its workers’ economic, social and professional rights. No institution should forget that there are workers and their families behind public broadcasters who deserve economic security and equal treatment, said in response.

Even the SPARTK has rejected the expulsion of public broadcaster workers from this benefit, simultaneously seeking responsibility from the RTK Board and Management for actions taken and for the legal and financial access to vehicle insurance.

This union has called for clear answers and actions documented by responsible institutions, while warning of the possibility of organising protests, strike and other forms of union action, in line with legal procedures.

) SPARTK urgently requests 1. From the RTK management to undertake all necessary institutional actions to ensure RTK workers’ involvement in the benefits of the 13th salary; 2. From the RTK Board and management to take responsibility for protecting workers’ rights and interests. If they fail to fulfill this responsibility, we demand their resignation; 3. From Minister Murati and the Government of Kosovo, we require equal treatment for all workers paid by public money. If you benefit from the 13th salary, then you have to answer why RTK workers have to be excluded from this benefit, it says, in the SPEPRTK response.

This union has stressed that if the requirements are not addressed, they will take concrete union and judicial action, not excluding even more radical syndical actions, in accordance with the law and decisions of union bodies.

In a response to RTK’s Board and Management, meanwhile, it has become clear that, despite the many financial challenges facing public broadcasters this year, regular execution of wages has been achieved, in line with labour contracts.

As for the 13th pay issue, we want to inform you that, due to current budgetary restrictions, we have no financial opportunity for its execution this year, as the approved budget covers only the institution’s basic salaries and obligations necessary. However, the 13th salary has been included in budget projections, while the demand for additional budgets for this year is under way and is expected to be delivered soon to relevant institutions, the RTK Board and Management joint response reported.

The Board and Management have expressed commitment that, within financial opportunities and legal framework, be committed to providing necessary means and realising this obligation.
