In a public clarification, the prosecution has indicated that from October 2nd 2026, when changes in its leadership have occurred, until now, it has filed 10 charges against 31 people, made nine decisions to drop investigations on 14 people and dismissed nine criminal charges against 21 persons.

Referring to the concrete cases mentioned in the media, the prosecution has clarified that the decision to drop investigations into former Prime Minister Liburn Aliu was taken on September 11th, 2026, before changes in the leadership of this institution.

Meanwhile, for Faton Pecin and Victory Pacolli, who had been investigated on July 4th 2025, the decision on their dismissal was taken on October 26th 2026 by the same special prosecutor who had launched the investigation.

According to the prosecution, decisions were made following the assessment of the evidence and concrete circumstances of each case, in accordance with the legal criteria.

The institution has also indicated that, in addition to the cases mentioned in media reports, investigations over the former head of the Vushtrri municipality, Xhafer Tahiri, in two separate cases, as well as other high profile officials have ceased during this period.

Also, the criminal complaint against the current mayor of Prizren, Shacir Totaj, has been rejected.

The Special Prosecutor has stressed that decision-making is based on law, administered evidence and professional assessment of prosecutors, despite the political affiliation of persons involved in the case.

In response, it has guaranteed the prosecutors’ independence in the exercise of office, stressing that they have full professional and institutional freedom to investigate and decide without pressure, influence or interference.

The Special Prosecutor’s position is clear: no case has a predetermined outcome, and no prosecutor is known how to decide, said the explanation of this institution.
