Ky konstatim v\u00ebrteton nj\u00eb realitet t\u00eb dhimbsh\u00ebm: ne nuk kemi ngecur vet\u00ebm n\u00eb vend, por kemi humbur avantazhin konkurrues q\u00eb kishim dikur.<\/p>\n<p><strong>Paradoksi i legjislacionit: Ligje moderne, zbatim i dob\u00ebt<\/strong><\/p>\n<p>Fati yn\u00eb fillestar ishte pozitiv; ne i hartuam ligjet dhe aktet n\u00ebnligjore duke u bazuar plot\u00ebsisht n\u00eb direktivat dhe praktikat m\u00eb t\u00eb mira t\u00eb Bashkimit Evropian. N\u00eb at\u00eb koh\u00eb, kuadri yn\u00eb ligjor ishte shpesh m\u00eb i avancuar se i disa vendeve q\u00eb sot jan\u00eb an\u00ebtare t\u00eb BE-s\u00eb, si Bullgaria apo Rumania.<\/p>\n<p>Megjithat\u00eb, sot jemi d\u00ebshmitar\u00eb t\u00eb nj\u00eb paradoksi:<\/p>\n<p>Kemi ligje t\u00eb mira, por mungon zbatimi.<\/p>\n<p>Kemi zyra p\u00ebr integrime n\u00eb \u00e7do ministri, por roli i tyre po zbehet.<\/p>\n<p>Nevoja nuk \u00ebsht\u00eb p\u00ebr ndryshimin e vazhduesh\u00ebm t\u00eb ligjeve, por p\u00ebr jet\u00ebsimin e tyre.<\/p>\n<p><strong>Rreziku i centralizimit: Nj\u00eb hap drejt s\u00eb kaluar\u00ebs<\/strong><\/p>\n<p>Insistimi i tanish\u00ebm p\u00ebr ndryshime t\u00eb shpeshta ligjore dhe tendenca p\u00ebr t\u00eb centralizuar \u00e7do mekaniz\u00ebm kontrolli n\u00eb duart e shtetit \u2014 si\u00e7 \u00ebsht\u00eb rasti me kontrollin e derivateve t\u00eb naft\u00ebs \u2014 p\u00ebrb\u00ebn nj\u00eb devijim t\u00eb rreziksh\u00ebm. Kjo qasje jo vet\u00ebm q\u00eb bie ndesh me praktikat evropiane t\u00eb tregut t\u00eb lir\u00eb, por ngjason me metodat e sistemeve t\u00eb vjetra moniste. Centralizimi i tep\u00ebrt \u00ebsht\u00eb forma m\u00eb e gabuar e qeverisjes n\u00eb nj\u00eb demokraci liberale.<\/p>\n<p><strong>Udhekryqi: Integrim apo &#8220;Disintegrim&#8221;?<\/strong><\/p>\n<p>Sot, Kosova gjendet n\u00eb nj\u00eb udh\u00ebkryq kritik. Zyrat e integrimeve evropiane, t\u00eb cilat dikur ishin motori i reformave, sot duken t\u00eb pafuqishme p\u00ebrball\u00eb vullnetit p\u00ebr centralizim. Shtrohet pyetja: A po punojn\u00eb k\u00ebto institucione p\u00ebr integrim, apo po kthehen n\u00eb zyra t\u00eb &#8220;disintegrimit&#8221;?<\/p>\n<p>N\u00ebse nuk largohemi nga tendenca p\u00ebr kontroll total shtet\u00ebror dhe n\u00ebse nuk i kthehemi frym\u00ebs s\u00eb ligjeve tona fillestare demokratike, rrezikojm\u00eb t\u00eb kthehemi n\u00eb praktikat e sistemit komunist.
