According to Rama, the registry will be managed by the State Police and will contain identifying data of persons referred to or under investigation for such criminal acts.

The head of the Albanian government indicated that, according to this registry, Border Police and Migration structures could implement the measures envisioned by law to prevent the country from leaving people intent on avoiding prosecution, arrest or suffering punishment.

Rama also announced that the decision envisions informing foreign authorities in countries where registered persons travel, as well as accommodation facilities and air, sea and railway transport companies.

Referring to violent protests, the prime minister issued a direct warning to those involved in such acts.

Who would rape in Albania would find it difficult to return or remain calm in Europe without finishing a matter of justice here in Tirana, Rama said.

He also mentioned people who, according to him, had come from Spain to participate in violent protests, naming them as paid marbles.

Electronic registry is one of six instruments of the new package against violence and urban anarchy. The package also includes measures for damages to damaged businesses, changes to the law on collections, Teacher Ethics Code and proposals for changes to the Penal Code.

According to Rama, the aim of these measures is to protect peaceful protests and punish violence, vandalism and damage to public and private property.
