Before Government Action QIKA: The state killed Arlinda, institutional responsibility required

The QICA organisation has carried out a symbolic action in front of the Kosovo Government building, demanding institutional responsibility for the murder of Arlinda Silla Zekaj, who, according to the organisation, had sought protection from institutions and had warned of the impending danger.

During the action, activists have placed a banner at the government’s entrance with the State inscription, which killed Arlinda, while they have thrown red on the building steps as a symbol of lost lives and responsibility that, according to them, the state has to maintain.

QICA representative Blenda Aslan has said Arlinda Zekiaj had followed legal procedures to seek protection, but, despite this, had failed to prevent her murder.

Arlinda Zekij sought protection from the state. She addressed institutions, followed legal procedures, provided protection orders and clearly warned of the impending danger. Institutions were announced. The danger was documented. A few minutes later, however, Arlinda was killed, she said.

Aslan has raised questions about the effectiveness of institutional mechanisms for protecting women from violence, stressing that following legal procedures should not remain without results.

The state urges women to denounce violence, document threats, seek protection orders and trust institutions. But what value do these procedures have when a woman can follow all of them and, however, be killed?

It has called for the investigation of all the institutions responsible, stressing that no one should avoid accountability through institutional procedures or competencies.

The murder of Arlinda is the result of a state that abandons women in the face of violence, even when they seek help and warn of the impending danger. All institutional bonds responsible should be investigated. No one can hide behind procedures and competencies to avoid responsibility, Aslan said.

It has also demanded that all persons whose actions or actions may have contributed to failure to protect Arlinda, be investigated and held accountable to justice.

All those who, through their actions or inactions, contributed to failure to protect Arlinda must be investigated and held accountable to justice, she said.

Explaining the symbol of the action, Aslan has said that the red color thrown on the government’s stairs represents an accusation and a memory of lost lives, as well as institutional responsibility.

The red light we put on the government’s stairs today is an indictment. It is the memory of lost lives and of the responsibility the state must bear, she said. /EO
