KOsova has spent about 1 billion of 544m euros on the construction of R6 highways Arben Xhaferiı and R7 elahim Rugova, without including drilling and other additional expenses.

However, fuel pumps are missing on these two highways, while the pre-stop spaces are not operational.

Kiks Kosova crossed the R7 highway from Pristina to Vremica, about 102km, without facing any fuel pumps inside it. Even on the R6 highway, Ferizaj and Elez Khan, no functional resorts were found in recorded spaces.

This, despite being licensed in Kosovo around 750 derivative pumps, many of which are located near highway entrances.

Communications expert Liridon Sahin says that building pumps and resorts within highways is a matter addressed through the Ministry of Infrastructure.

Meanwhile, Dzevat Tahiri, the identifyr of the highway — Ibrahim Rugovai — estimates that the ministry must draft a plan and announce tenders for the exploitation of these spaces by private companies.

According to Sahin, their functioning would enable travelers to supply fuel, buy food, and rest along the way.

Kiks Kosova has been directed to the Ministry of Infrastructure and Transport to obtain information concerning the previous locations, tender procedures and plans for functioning them.

Deputy Prime Minister Zef Morina has said that currently no concrete steps have been planned to place tariffs on highways and functionally run resorts, but this could happen in the near future.

Meanwhile, the Ministry of Industry, Intervention and Trade has stated that the norms of this institution do not provide specific restrictions for the opening of pumps along highways, while pointing the matter to the Ministry of Infrastructure.

According to European Highway Operator Association data, A SECAP, late in 2024, Croatia had 73 fuel service areas, Serbia 65, and Slovenia 54.

On the other hand, oil sector expert Fadil Berjan estimates that Kosovo does not need pumps within highways, due to their length and large number of gas stations in the country.

In addition to lack of pumps and breakers, signposts containing inscriptions have been placed on highways PAY TOLII, that’s covered.

Shahini and Tahiri experts estimate that setting tariffs could help cover highway maintenance spending, but institutions have not yet warned any concrete steps.

Despite millions of investments, operating service spaces and decision on tariffs remain unresolved issues for Kosovo highways.
