The European Union is willing to support Kosovo in efforts to gain candidate country status, but progress towards this goal is conditioned with stable institutions and concrete results in implementing reforms.
So European Union Enlargement Commissioner Marta Kos declared during the Media Conference for Enlargement 2026, stressing that the next step in Kosovo’s membership process depends on a joint decision by all member states.

We really want to work closely with Kosovo to help it achieve its ambition to become an EU candidate country, Kos said.
According to her, to start preparing the opinion for Kosovo’s EU membership application, reconciliation of the 27 member states, which should require the European Commission to take that step.
We’re willing to do this. But to convince member states, Kosovo needs stable institutions, the commissioner stressed.
Kos underlined that a more powerful balance of reforms would strengthen the argument in favour of advancing Kosovo towards candidate status.
However, she expressed concern over the proposed changes regarding Kosovo’s Specialised Chambers, warning that they risk undermining progress achieved so far.
The commissioner announced that the European Commission is already in dialogue with relevant authorities regarding these changes.
