Emergency measures required for exports to Montenegro

According to the DHTIK, new requirements include fresh, cold and frozen fish products, while from June 30th 2027 no import of products from countries and facilities not included in the European Union’s authorised lists.

In the face of this development, DHTIK has called for intervention of Kosovo institutions, including the Food and Veterinary Agency ( AU The VK), the Ministry of Agriculture and the Ministry of Industry, Trade, Trade and Innovation, aimed at avoiding obstacles to export.

In response accepted by the Kosovo Ministry of Agriculture, DHTIK has been informed that AUVK has been asked to prioritise the issue, verify the legal base of restriction, communication with Montenegrin authorities and identify conditions for continuing exports.

The DHTIK estimates that institutional action should not be delayed until the deadline has been warned.

Kosovo institutions must not wait until the announced deadline, but start talks with Montenegrin authorities immediately and with the European Commission to determine the way to go, the DHTIK communiqué says.

Another concern raised by the Chamber is the possibility that similar demands will affect the future as well as exports towards Albania, which is presenting legislation and standards with those of the European Union under the membership process.

In this direction, DHTIK requires an assessment of the current state of veterinary control system, identifying eventual shortcomings and drafting a concrete plan with steps and deadlines for meeting the necessary requirements.

The Chamber also wants Kosovo to meet the conditions for exporting meat and animal-born products to the European Union, creating greater opportunities for local exporters.

DHTIK also calls on the Ministry of Commerce to raise the issue under CEFTA so that opportunities to address obstacles that can affect regional trade can be considered.

The loss of the Montenegrin market, as well as possible restriction of access to the Albanian market, would be a blow to Kosovo producers and would directly affect their economic activity and export opportunities, the DHTIK notes.

In conclusion, the Chamber underlines that local businesses should not lose markets where they have already established trade relations due to delays or lack of institutional co-ordination.

For this reason, we demand that responsible institutions act urgently and ensure that Kosovo producers have the opportunity to meet the necessary requirements and continue exporting their products, the DHTIK communiqué said.
